The new DDA Housing Scam oops Scheme 2010 was slated for open in August 2010 but it was delayed due to Commonwealth Games 2010.
DDA's 16000 Flats Housing Scheme 2010 News Video
Delhi Development Authority has announced the 'DDA housing scheme 2010'. This time DDA has launched around 16000 Flats across Delhi including areas like Mukherjee Nagar, Dwarka , Rohini ,Pritampura, Jasola, Sarai Khalil, Narela, Vasant Kunj, Nagar and Motia Khan. All the flats are constructed and are ready for possession.
A Few Facts
a. The forms are available from 24th Nov 2010 to 24th Dec 2010 at the cost of INR 105.
b. A PAN card and Bank account is necessary for applying.
c. The lucky draw will be held within four days of the closing date.
d. A wife and husband can jointly apply for the flats but only one flat will be allotted to a family.
e. Those who want to download the form need to deposit separate draft/ banker’s cheque of Rs.105 (100/- cost of form + Rs.5/- D-Vat)
f. The housing scheme will also include the 2000 flats being constructed at Vasant Kunj for tourists coming for the Commonwealth Games. "These flats are being furnished and we will dispose them immediately after the Games are over, along with the furnishings"
g. According to reports the flats are a lucrative proposition because they are well below the prevailing market rates by 50 to 80%. While the cheapest flats are available at INR 1,536/sq ft, the more expensive ones are priced at INR 6,069 /sq ft.
Here is the Procedure for Applications
1. Download the DDA Housing Scheme 2010 Brochure from here.
2. Generate a DDA Housing Scheme 2010 Form on your Name.
3. Submit these at the Banks mentioned below in-case you wish to take up a loan from the respective.
The registration fee for the 1BHK, 2BHK, 3BHK flats under DDA Housing Scheme 2010 is INR 1, 50,000 and INR 50,000 for (Janta/ORT only) through a Single Banker’s Cheque/ Demand Draft of any bank in Delhi.
Eligibility
1. You should be a Citizen of India.
2. You should have completed 18 years of age as on the date of filling the form
3. You should not own any residential flat or plot in full or in part on lease hold or free hold basis in Delhi either in your name / wife / husband or minor/dependent children.
4. Both husband and wife can apply for flats but only one shall be allotted.
5. You can submit one application only.
6. If you have already been allotted a plot or house/flat constructed by the DDA or any other land owning department in that case you are not eligible to apply for another flat under this scheme.
7. You can apply according to your requirement and affordability.
8. You must have an account in any bank and the particulars must be filled in the application form.
9. You must have Permanent Account Number allotted under the provisions of Income Tax Act.

* Self attested Copy of PAN (Permanent Account Number
* Self attested proof of residence e.g. copy of passport/identity card/election card/ ration card/driving license/telephone bill/electricity bill/water bill/ house tax receipt/bank pass book (page carrying name and address) CGHS card.
* Self attested copy of bank Pass Book/ Statement of account.

generally premium are almost the same as it costs. Further there are only 7 lacs forms received for 16000 flats (source hindustan times)

By the way I think the writer of that article was a bit misinformed.
Whatever I've read it seems flats have been priced between 40% to 80% of the market cost.

@CA Sudhir: Or as an afterthought maybe i misnterpreted your words. Premium same as the cost means a flat priced at 30L will fetch a premium of 30L over and above the cost. That implies the flat was priced at 50% of market cost. :)
